By Mike Abiola – On May 2, 2021, His Excellency, Ambassador Sarafa Tunji Isola OFR resumed office as the 14th High Commissioner of Nigeria to the United Kingdom, to the high expectations from the Diaspora community and staff of the High Commission London.

As Ambassador Isola clocks two years in office, African Voice Newspaper UK in this Special Edition of African Voice Magazine, decided to gauge the mood of those who have been impacted by his policies.  At the time of Ambassador Isola’s resumption in office, Covid pandemic had wreaked havoc, causing a huge backlog in passport issuance by the Immigration Section. This is one critical service that brings Nigerians in the UK in regular contact with the Mission. Nearly all the services provided by the Nigeria High Commission London were seriously hampered by the lockdown occasioned by the UK government due to the Covid pandemic.

Ambassador Isola introduced reforms in the Immigration Section, putting in place strategies for the clearance of backlog of over 20,000 passports within four months of his resumption.

The entire Immigration and Visas Section experienced improvement in service delivery since the arrival of the new High Commissioner in May 2021, a man many refer to as an accomplished administrator. 

On Tuesday, 23 November 2021, Ambassador Sarafa Isola hosted the Minister of Interior, Ogbeni Rauf Aregbesola and senior staff from the Nigerian Immigration Service Abuja, 

Nigeria, to officially launch the Enhanced e-passport in the UK, an event, described as a landmark, as it was the first official roll out outside the shores of Nigeria.

The role of the High Commissioner primarily is to oversee Nigeria–UK bilateral relations but with millions of Nigerians living in Britain, he made a regular interface with them a priority and therefore engaged the Diaspora community most effectively.      

History books will record the low and high points of the service provided by this technocrat turned diplomat. 

During the two years under review, what stood out for Ambassador Isola were his brilliant representations of his country, as he interacted with relevant stakeholders from the UK, foreign and African diplomats. 

When the United Kingdom government imposed travel restrictions on Nigeria as a result of the new Covid-19 variant, Omicron, the ambassador gave a vehement opposition on live television describing the action as very discriminatory.

In a live interview with Channel 4 presenter, Jon Snow, Ambassador Isola said, “The ban is a travel apartheid, in the sense that we are not dealing with an endemic, we are dealing with a pandemic. What is expected is a global approach, not a selective one. Whenever we have a challenge, there must be collaboration.”

Soon after Ambassador Isola’s intervention, the UK government lifted the travel ban on Nigeria. The Ambassador’s handling of what would have resulted into a potential diplomatic row, was well handled and highly commendable which made many Nigerians very proud. Not in a long time have Nigerians had a robust representation by any government official, correcting negative perception of Nigeria on mainstream media.

The repatriations of several of Nigeria’s artefacts as a result of the cultural diplomacy propelled by His Excellency, Ambassador Sarafa Tunji Isola, was another high point in his career.

His Excellency, Ambassador Isola officially presented his Letter of Credence to Her Majesty, Queen Elizabeth 11, on Thursday, 25 November 2021 in a very colourful ceremony, six months after his arrival to the UK due to the Covid lockdown, yet he was not hindered, as he hit the ground running from day one.

In acknowledging the Ambassador’s swift approach to duty, erstwhile Prime Minister Boris Johnson, on his return from a visit to Lagos recently, in a letter of appreciation wrote, “I have just returned from a very successful, albeit short, visit to Lagos. 

I know you were in touch with my office and helped to smooth over the arrangements for visas at short notice, and l am very grateful for your assistance. I very much enjoyed my visit and l hope to visit again soon. Thank you”

Profile: Ambassador Sarafa Tunji Isola, OFR 14th High Commissioner of Nigeria to the UK

Sarafa Tunji Isola was born into the family of Chief Ibrahim Isola Tairu and Hajiya Amudalat Ajiun Isola of Abeokuta. 

He graduated from the Chartered Institute of Marketing, England in 1981. He attended the Harvard Kennedy School of Government, USA, and the University of Ilorin. He holds a Master’s Degree in Business Administration. 

Sarafa started his working career as a Lecturer in Marketing, Statistics & Economics at the Federal College of Education, Katsina in 1983. 

In 1997, he was elected the Chairman of Abeokuta North LGA, at the fourth attempt, and was subsequently elected the Chairman of the Conference of Local Government Chairmen in Ogun State. He later became the Coordinator of South-west Local Government Chairmen. 

In 1999, Sarafa was the Special Assistant to the Honourable Minister of State for Finance. In 2002, Ambassador Isola was invited by the USA Department of State on a study tour of the USA financial systems through the International Visitors Programme. 

The tour took him to the Department of State, Capitol Hill, Federal Reserve Bank – New York, New Jersey, University of Texas, Commodity Exchange – Chicago, Bank of America – Arizona, Silicon Valley/San Francisco, and Los Angeles. 

In 2003, he was appointed the Secretary to Ogun State Government. In 2007, Ambassador Isola was appointed Minister of Mines and Steel Development, Federal Republic of Nigeria. 

In 2021, Sarafa was appointed the High Commissioner of Nigeria to the United Kingdom. He became the Chairman of the Accreditation Committee of the Board of Governors of the Commonwealth in October 2022. In May 2023, his term has been extended for another year. 

Ambassador Isola has represented Nigeria in bilateral and multilateral engagements in the United States of America, United Kingdom, Netherlands, Finland, Belgium, Switzerland, Austria, Canada, Malta, Czech Republic, South Korea, Saudi Arabia, Ethiopia, Senegal, Togo, South Africa, Algeria, Tunisia, Rwanda, Mali, Gambia, Burkina Faso, and Cote d’ Ivoire. 

Ambassador Sarafa Tunji Isola is happily married with children.

Nigerians and UK officials celebrate Ambassador Sarafa Isola’s 2nd year as High Commissioner of Nigeria to the United Kingdom. He is dynamic, progressive – and quintessential.

Top British officials and Nigerian professionals have rated Ambassador Isola, the High Commissioner of Nigeria to the United Kingdom as the most active diplomatic envoy in the UK as he clocks second year in office. 

His tenure has recorded several firsts and Nigeria’s image has been on the positive trend. Observers say Nigeria is now rated more highly. Respect for Nigerians in the diplomatic circle is at an all time high, courtesy of the extraordinary performance of this High Commissioner.

The 14th High Commissioner of Nigeria to the Court of St James’s, His Excellency, Sarafa Tunji Isola OFR arrived in the UK on Sunday, 2 May 2021 and resumed at No. 9 Northumberland Avenue London office of the Nigeria High Commission on Monday 3 May 2021. 

He came hitting the ground running with vigour, exhibiting energy and leadership competency as displayed during his first official address to the staff of the Mission and his regular Monday briefings with senior diplomats of the Mission. 

In a second year scorecard rolled out by African Voice to assess the performance of the High Commissioner, His Excellency, Ambassador Sarafa Tunji Isola, members of the diplomatic corps and Nigerians in the Diaspora gave their appraisals and expectations going forward.

This Nigeria’s High Commissioner to the United Kingdom, His Excellency Tunji Sarafa Isola has done. 

Appointed 2 years ago, he has transformed the image and efficiency of the Nigerian High Commission in London, successfully eliminating the bottleneck associated with obtaining valid passports. He has associated with Nigerians, opening his home to many.

With a gentle mien, he has worked closely with community leaders and cultural organizations to provide support and assistance to Nigerians living in the UK, and to promote awareness of Nigerian culture and heritage, resulting in the repatriation of the Benin bronzes from Oxford among other activities. 

He is a highly respected diplomat who continues to work tirelessly to promote Nigerian interests and the strengthening of bilateral relations between Nigeria and the UK and other nations. This has seen an accompanying increase in collaboration between Nigeria and the UK across sectors such as trade, education, health and security. His Excellency is approachable, attends community events on invitation and has good interaction with the Nigerian community.

Amir Bagwanje, Chairman Support Staff of the High Commission London said, “His Excellency, the High Commissioner of Nigeria to the UK came at a time the Mission needed a purposeful leadership. So many issues were waiting to be attended to. For instance, the Mission was owed arrears of staff salaries but His Excellency paid it off swiftly and promised never again to allow such a situation to happen. Secondly, he carried out the first phase of renovation of the Mission in 2022 that gave the chancery a face-lift and presently in 2023, 

His Excellency is carrying out a major renovation of the entire Nigeria House building, Northumberland Avenue London in a manner that has not been done in recent memories. Again, he paid the numerous debts the Mission owed for electricity, water, telephone and lift maintenance in a very short time. 

In addition to these achievements, he carried out reform in the immigration section that made it easier for people to access information regarding passport application, visa as well as ushering the take off of issuance of the new enhanced E-passport in 2021. Another important feat he achieved was his inclusive leadership and the introduction of a seamless approach to himself as a leader by all members of staff, irrespective of their cadre, thereby encouraging free flow of information and feedback. This notable decision has gone a long way in ensuring peace and harmony during his stewardship.

Also, the profile of Nigeria was enhanced resulting in more dignity towards Nigerians as a direct result of when Ambassador Sarafa stood up for Nigerians treated shabbily by the British government on COVID 19 rules. Such response made the British government to sit up and be more accommodating in the way they deal with Nigerians unlike the days that they would have gotten away with such.

I would like His Excellency to do much more in the area of facilitating business partnering to ensure or promote British businesses with Nigerian investors or entrepreneurs in doing business either in Nigeria or in the UK. Such synergy will ensure that more foreign exchange is accruing into Nigeria.  It can be in the areas of manufacturing or service provisioning. I wish His Excellency more success in the future.”

He stood up to correct the error of red listing in the era of Covid-19 travel ban, he argued that because it was a global pandemic, keeping silence would worsen it for all. For that, he stood up for the cohort of African Mission heads and helped reverse red listing. 

He continues to challenge the young and talented in the diaspora, to lead global economic engagement, like our earlier leaders did for political freedom in the 50s.

He pushed for ordered consular services for our nationals here and for investors with demonstrated interests in Nigeria, as his primary assignments in London.

He got the cohort of African mission heads to realise how much they have in common rather than dwelling on what may separate them and now all regions are working in concert. Ambassador Isola, has through deft manoeuvres, made Nigeria once again the country of influence on the continent.

I speak on behalf of the performance-driven professionals in the UK, when I say all are ready to make his vision a reality with his quality of leadership.”

My expectations from His Excellency going forward will be more visibility and engagement with the Nigerian community in the area of supporting social enterprises like mine ‘Career Nuggets’ to further achieve their mission of supporting Nigerians in the diaspora. 

Presently, there are a lot of Nigerians relocating to settle in the UK but they at times do not know how to go about securing a job or getting the support they need to ease their settlement into the UK. By engaging and signposting them to social enterprises like ours, it will make their settling a better experience.”

Chief Adebayo Oladimeji former Chairman Nigeria Council of Elders in the UK: H.E. Chief Sarafa Tunji Isola OFR is Nigeria’s highest ranking representative to His Majesty King Charles III of the U.K. and the High Commissioner to the Court of St. James’s.  He has shown himself to be a strong leader, a good manager, a resilient negotiator, and a respected representative of Nigeria.

His Excellency has continued to utilise all these qualities in the performance of his duties. He has streamlined the staff of his mission without fear or favour. The conduct and productivity of the staffers have improved. We have witnessed the successful negotiation of repatriation of historical works of art from the U.K. to Nigeria. The Mission has enjoyed a substantial face-lift during his tenure.

My expectation going forward is that His Excellency’s strength and capabilities would have engaged the attention of power brokers such that we can expect him to be on a higher platform in the immediate future.”

Dr Falalu Dahiru Danwata, Member Board of Trustees of Africa Healthcare Development Trust (AHDT) said, “His Excellency Sarafa Tunji Isola was introduced to me before he arrived in the United Kingdom to start his tenure when I was organising the 20th Anniversary Conference of the Africa Healthcare Development Trust (AHDT). The person that mentioned him was honestly full of admiration and that made me eager to see our new High Commissioner.

When His Excellency attended the 20th Anniversary meeting, what struck me first was his punctuality and clear demonstrable discipline. I attended meetings in which His Excellency hosted various United Kingdom based Nigerian groups and I truly observed how he could seamlessly interact excellently with people regardless of their Nigerian tribe or background.

His Excellency can interact with the Nigerian embassy staff with humour, while maintaining mutual respect. The motivation of His Excellency’s leadership was also shown when the Embassy support staff marked his 90 days in office.

During the Covid-19 lockdown, His Excellency was able to maintain the discipline of the embassy, by abiding by the NHS lockdown rules while still trying to offer consular services to Nigerians in the UK. His Excellency was able to tackle the passport backlog issues and also introduced the rollout of the enhanced Nigerian E-Passport. His Excellency has done a lot to protect and enhance Nigeria’s image in the UK including:

1. Speaking out against the travel ban that was introduced at the time of discovering the Omicron variant of Covid-19.  

2. Meeting the speaker of the House of Commons, engaging in bilateral discussions and raising the Nigerian Flag at the Palace of Westminster on 8th February 2022.

3. UK-Nigeria security and defence inaugural partnership dialogue at the Foreign and Commonwealth Development Office, London on 31st January-2nd February 2022.

4. Supporting Baroness Scotland in her bid for 2nd term as Commonwealth Secretary General.

5. Communicating and encouraging various Nigerian communities in the UK, including messages of goodwill at the occasion of Nigeria’s 62nd Independence Anniversary.

6. Engagements with the UK Parliament’s All-Party Parliamentary Group (APPG) on Nigeria.

I truly rejoice with our able and capable High Commissioner, His Excellency Sarafa Tunji Isola and I wish him a Happy 2-year Anniversary.

I hope all our public officers will imbibe the values that His Excellency embodies and I wish him more successes and higher opportunities in serving our dear nation, Nigeria.”

Akintokunbo A Adejumo, Global Coordinator, Champions For Nigeria was eager to set the agenda for the Nigerian High Commissioner in the UK. 

Akintokunbo said, “The most common means of interaction of Nigerians with the Nigeria High Commission in the UK, is when they require either a new passport or a travel document. And the abysmal service, which they experience therefrom, forms the basis of their negative and highly critical assessment of the High Commission.

Thus, if the High Commissioner were able to review the process, streamline the procedure and implement initiatives that would remove the many archaic, tedious and unduly bureaucratic hurdles that Nigerians have to scale to obtain new or to renew passports, or other consular services, then he would become the darling of Nigerians in the UK in a jiffy.

Tackling the above-mentioned challenges, among others, will be my expectations from His Excellency, Sarafa Isola.”

Since his arrival in the Nigerian Embassy, Nigerians in the UK have seen remarkable changes in the performance and processes at the embassy. He has really added value. There has been improvement in the issuing of passports. He has indeed left his footprint in the history of time of the embassy. But if he wants his name to be written in gold to match his heart of gold and weight in gold, he needs to spearhead the wholesale refurbishment of the interior of the embassy. He needs to improve the customer service orientation of the embassy staff and the turn-around period for issuing passports can still improve. But we acknowledge his selflessness and tireless work he has been doing for the last 2 years. His efforts are appreciated.”

Yemi Edun, founder, Daniel Ford International: A return to high-level diplomacy has been the most important achievement of Ambassador Isola’s tenure and I believe the next step is to improve the standing of Nigerians in the U.K. There are many Nigerians in critical sectors such as the NHS and public services and their importance is often understated. I believe that Ambassador Isola can use his office to accentuate the benefits of Nigerians and this should be supported by researched numbers.  

Similarly, Nigerians need a hub of sorts, be it social, educational, cultural, or otherwise, and any role His Excellency can play in pushing this forward would be important.”

There are a few people in this world who have such a pleasant personality and are down to earth. I had heard so many good things about him on how he had transformed the Nigerian High Commission in London but did not believe it till we had an opportunity to meet up with him.  His Excellency has a pleasant personality and he makes people feel at ease, when you are having an audience with him.

We were very impressed about the way he took interest in our organisation called ‘Nigerwives’, foreign women married to Nigerians. We met him to introduce ourselves and to tell him about the Nigerwives Braille Book Production project in Lagos. He showed very much interest as we explained how Nigerwives have contributed to their new found land, they have married into.

I met him again at a function where he was a guest speaker and I was so impressed that he recognised me as a Nigerwife. His Excellency always tries to attend events that he is invited to, and if he can’t, he ensures he sends a representative. This is quite commendable.

He is an excellent Ambassador for Nigerians, who embraces everyone and has made the Embassy a home away from home for Nigerians. I do hope that he will continue to recognise the contributions that the Nigerwives have done and continue to do.

There are a lot of retired Nigerian professionals who have a lot of experience in their professions, who could be utilised to give their experience in different fields for the betterment of Nigeria both in the UK and Nigeria.

We hope he can also help create a platform for Nigerians, in creating conditions at the Embassy for Nigerians who wish to vote during the country’s general elections. His Excellency is very well respected by everyone he comes into contact with. We are so lucky to have him as our High Commissioner and he has made a positive impact on Nigerians in the UK.”

Kevin Obi biomedical scientist and author in his thoughts and expectations said, Ambassador Isola should focus on: 

1. Advocacy to improve the image of Nigeria, particularly in relation to governance, security, investment, etc

2. Making the process of obtaining travel documents much easier, particularly for people travelling into London from out of town, starting with better communication of the process

3. Improving bi-lateral trade between Nigeria and Great Britain by 25% in 4 years

4. NRI’s (Non Resident Indians) have been a driving force for development of India. Likewise, Nigerians in the diaspora remit over £21bn annually, that is a fraction of the talent, capabilities, knowledge and contacts held by the diaspora.

How can the Nigeria High Commission better leverage this valuable asset? How also can the Nigeria High Commission represent the interests and views of the diaspora to influence the government in Nigeria?”

Events

The Nigeria High Commission London under Ambassador Sarafa Isola, held an unprecedented number of events between 2021-2023 and this highlights its commitment to raising the profile of Nigeria in the comity of nations.

Former President Muhammadu Buhari, GCFR, Commander-in-Chief of the Armed Forces of Nigeria, commended the High Commissioner of Nigeria to the UK and his team for the good reception organised to receive the Nigeria delegation to King Charles lll coronation. 

President Buhari wrote in the Abuja House visitor’s book: “I am delighted to be here in London together with other world leaders to witness the historic coronation of King Charles lll, on this day, 6th May, 2023. My participation at the event is a testimony of the highly beneficial bilateral relations existing between Nigeria and the United Kingdom. I commend the High Commissioner, His Excellency, Sarafa Tunji Isola and members of staff of the High Commission for successfully hosting my delegation and l. God bless the Federal Republic of Nigeria.”

Presentation of Letter Of Credence

His Excellency, Ambassador Sarafa Tunji Isola OFR, officially presented his Letter of Credence to Her Majesty, Queen Elizabeth ll on Thursday 25, November 2021.

London stood still on that day for the High Commissioner of Nigeria, Ambassador Sarafa Tunji Isola OFR as he took a ride befitting a royal in a 6-horse-driven carriage from his office in Northumberland Avenue to Buckingham Palace. The return journey from Buckingham Palace to Ambassador Sarafa Isola’s Abuja House residence, Campden Hill Road, Kensington High Street, was triumphant and ceremonial as people lined the streets waving and cheering in total admiration.

The head of The Commonwealth, Rt. Hon  Baroness Patricia Scotland KC, Alistair Harrison Marshall of the Diplomatic Corps, representatives of diplomatic missions and many others, were in attendance to  congratulate His Excellency. 

Drive To Push Economic Growth & Investment

His Excellency, Ambassador Sarafa Tunji Isola, the Nigeria High Commissioner to the UK undertook several visits and received diplomats from across the world in the last two years to drive economic growth and investment in Nigeria. His engagements were to highlight key sectors that the UK investors can support and how foreign companies can better leverage on such opportunities.

Promoting Cultural & Economic Diplomacy

Since his arrival in London in May 2021, Ambassador Sarafa Tunji Isola has been focusing on different ways to rebrand the image of Nigeria. He believes that cultural diplomacy is an important tool to improve relationships. Ambassador Isola has embarked on cultural and economic diplomacy through collaboration with Victoria & Albert Museum (V&A), The British Museum and culture stakeholders.

Ambassador Isola, who is prioritising culture said, “My mission is to strengthen the relationship between Britain and Nigeria in all fronts, especially, through a sustained people to people relationship via sport, culture and the arts as against government-to-government official relationship only.”

Speaking during his visit to Victoria & Albert Museum with Dr. Gus Casely-Hayford OBE, Director V&A East and his team comprising of Nick Marchand, Head of International Programmes, Ambassador Isola said, “The High Commission London will collaborate with V & A to deliver the Africa Fashion Exhibition 2023.”

At the British Museum, Ambassador Isola’s discussions, centred on areas of positive collaboration around the arts. He and his team, which included Nuradeen Biu-Aliyu former Minister/Head of Information, Culture and Sports, Nigeria High Commission London, were taken on a tour of the African Gallery where several Benin bronzes and other cultural treasures were on display. Dr Sam Nixon, Curator, Head of Africa Section and Dr. Lissant, Keeper of Africa, Oceania and the Americas conducted the diplomats on a tour of the Museum.

With the calls for repatriation of Benin bronze objects and pledges of restitution from museums around the world to Nigeria still raging, the ambassador advised for a strong lobby at the British parliament, as rule of law is sacrosanct in the UK.

While receiving Okukor on behalf of Nigeria, Ambassador Isola expressed gratitude to Jesus College and the Cambridge community for the initiative to return the artefact.  

Ambassador Sarafa Isola said, “The President, Muhammadu Buhari, Commander in Chief of the Federal Republic of Nigeria GCFR, appreciates the wonderful initiative taken by the Cambridge community. Mr President is committed to the retrieval of all the artefacts outside Nigeria and for Cambridge to have set the pace, just confirms the tradition of Cambridge to be the pacesetter all over the world.” 

Ambassador Sarafa Tunji Isola OFR, also led a delegation from Nigeria to formally receive six objects looted from Benin City, Nigeria from the Horniman Museum and Gardens in south London on Monday, 28 November 2022.

UK Diplomatic League Cup Winners

Few months after, His Excellency, Ambassador Sarafa Tunji Isola resumed duty, the football team representing the Nigerian High Commission London won the UK Diplomatic League Cup for the Year 2021.

Nigeria beat Spain 3 – 0 during the final match, which took place on Saturday 24 July 2021 in London. On Saturday 10 July 2021, Nigeria defeated Ecuador and on Saturday, 17 July 2021 Nigeria beat Ireland team 3 – 2 to qualify for finals.

The Nigerian team presented the cup to His Excellency, Ambassador Sarafa Tunji Isola. In his congratulatory message to the team, Ambassador Isola said, “You have made Nigeria proud and we do appreciate you”. He promised to present the cup to the Minister of Foreign Affairs, Geoffrey Onyeama who will also have to present it to the President of the Federal Republic of Nigeria, His Excellency President Muhammadu Buhari GCFR. 

His Excellency, Geoffrey Onyeama while receiving the trophy from Ambassador Isola, said, “This is just a reflection of your unity of purpose, your dynamism and positive qualities you have brought to the Mission. You can see the people are responding very positively. Viva Nigeria and viva the UK Mission.  You should keep it up. Congratulations to your leadership and to the team.”

The WBO cruiserweight champion, Lawrence Okolie, who defeated his opponent Cieslak at the O2 Arena, was at the Nigeria High Commission, London to present his title belt to the High Commissioner.

Ben Grey, the director of World Class Athletes was in the company of Lawrence Okolie and Anthony Joshua’s cousin Gbenga Ileyemi during the visit.

Another British Nigerian cruiserweight boxer, Richard Riakporhe who recently put pen to paper on a contract extension to remain with Boxxer and Sky Sports also visited the Nigeria High Commission, London. The 33-year-old could face the winner of Lawrence Okolie and Chris Billam-Smith who fought on May 27.
