The leader of a group opposed to President Yoweri Museveni ‘s 27-year leadership has been arrested for allegedly planning to ‘cause chaos’ in Uganda’s capital, Kampala.

Kizza Besigye and two associates have been put under house arrest in dawn raids on the day, say police, that they were planning a new round of anti-government demonstrations.

The arrests show police are becoming pro-active police as they contain activists who are trying to spark a wider political movement after almost three decades under the same president. Police say such tactics are justified in order to maintain public order, but rights advocates say they violate the country’s constitution and amount to an abuse of power.
